Senior Scientist, Sustainable Resource Development Position Description
Corporate Office - Watsonville

Job Duties
Work to receive new and modified permits in support of the Company’s business plans and strategy. Also, perform annual reviews of current permits, including County issued Mining Use Permits and Reclamation Plans, Army Corps of Engineers permits, US Fish & Wildlife Service Habitat Conservation Plans and State Fish and Game §1603 authorizations. Work in teamwork setting with other air, water and noise permit compliance issues. Develop intra-company procedures (supporting the Baseline Goal for this compliance in the Aggregate Division) for annually reviewing operating branches compliance with their regulatory entitlements, implement those procedures and provide leadership assuring that all branch maintain compliance with their entitlements at all times. Work closely with the operating aspects of the business and keep Divisions informed of progress. Active involvement in the development and implementation of Sustainable Resource Development Baseline Goals.

Minimum Qualifications

Education: Bachelor’s Degree in planning, civil engineering, psychology, earth sciences, or any relevant Environmental field, or equivalent experience.
Skills: Reading and understanding of applicable technical data, EIRs, Conditional Use Permits Reclamation Plans and legal documents, city and county ordinances, State laws and federal regulations. Excellent public speaking and one-on-one communication skills; creative problem solver; empathy for, and an appreciation of, the goals and objectives of the government (and its regulatory agencies), Company People and their operations, neighbors to the operation and the Community in general. Strong record of achievement, and the ability to work with Graniterock people and in the government/political environment. Commanding organizational skills and ability to plan multi-phased tasks and concurrently complete projects and programs. Must demonstrate determined and innovative approaches when addressing environmental issues and catalyze support for improvements by other people. Must work effectively and cooperatively with regulators and Graniterock people alike.
Experience: Ten years representing applicants and/or the government in the field of environmental compliance and obtainment and hands-on experience in permit application, processing and procurement or issuance procedures within the State of California.

Desired Qualifications

Education: Master’s Degree in planning, civil or mine engineering, environmental sciences or psychology, California Registered Hydrogeologist.
Skills: Commanding knowledge of environmental issues specific to construction aggregate harvesting and other land use, specifically hydrogeological interactions, surface water and air quality. Expertise of multi-media methods of environmental characterization and site remediation, that utilizes remote sensing and other innovative methods. Masterful analytical technical problem solving through modeling, and ranking diverse data sets, and other information systems (GIS analysis). Ability to learn and analyze all publically available natural resource documents to enable informed responsible resource development decision making. Proficient in the mitigation, banking and creation of sensitive habitats.
Experience: Ten years experience working for a California-based construction aggregate mining company developing, securing Mining Use Permits, Reclamation Plans and Conditional Use Permits and/or working for a California city or county planning department in the capacity of Planning Director and/or Mine Compliance Officer.

Must have valid CA Driver’s License and clean driving record.
